I haven't seen this method spelled out exactly on this sub yet, so I thought I'd share what I did, which worked great.
First, download VitaRW and install it via Vitashell. NOTE: This allows read/write access to the system and can seriously damage/brick your device if used carelessly.

Once VitaRW is installed, run it and then return to vitashell.
Navigate to vs0:/apps/NPXS10102 and make a backup of the folder via ftp if you'd like. If for some reason you'd like this app again, you can copy/paste it back into /apps and it will return (thanks to u/dragaron7 for confirming this in the comments).
After you'd made a back-up, go ahead and delete the folder and restart your PSTV. Upon restarting you should see the featured app is completely gone.
Enjoy!
Edit: formatting/clarification.
Edit2: it appears this app is ONLY on PSTV (and perhaps only US PSTV's) - If you're unsure what this removes, u/PulsatingShadow shared this picture in the comments.
Edit3: Went ahead and uploaded my own backup of the folder just in case someone needs it. https://mega.nz/#!aQ9z3DIC

He's talking about the annoying Topic screen menu that can never close.
