Moat block all non-nature flying creatures?

The AI has Moat one the battlefield.
I use Golem Artisan to give my other non-flying artifact creatures flying ability, but why they still can't attack?
This happened in 0.16

Hy !

I just want to add an other problem with Moat.
Creatures with landwalking can attacks. Moat aren't Sanctuary Island...
