I have a big *** flat tv (LED Sony Bravia) but the games looks better on mi OLED Vita  , and due to the low resolution on the Vita i think some day this will work at 100%, like the same of PS4 remote play or better :o

Is it true that this only works for nvida card users due to the nature of their streaming service I can't use it if I have an AMD?

Yes, thats true. Nvidia cards have dedicated chip that are used for video encoding and decoding. Their drivers and software are also built around the streaming service.

Are there any opensource alternatives for streaming games to the Vita that don't require an NVIDIA GTX GPU?
