And how is that some kind of "hack"? Only thing what I see is that his Vita got stuck and he was unable to proceed, Vita probably didn't shut down because of his work but rather than some kind of Sony's handler which works like "something is wrong and we cannot boot, try to make it work in 1 minute, if it doesn't work then quit".
Even if it has crashed because of his modification crash is not an exploit if you have no idea what, or at least if you are controlling something, if the NX and/or ASLR is implemented (what probably is the case) making it extremely hard to do something useful etc.
You can basically do the same with your PC, go to Windows folder and delete something, I'm pretty sure you will also get stuck with the difference being that Windows will tell you what exactly went wrong.
Go on Google and search for "PS Vita boot loop", or anything other freezing related and you will definitely see that it might be just a simple corruption which he may caused accidentally thinking he did something.
