there's a simple reason why ppsspp is still useful even if you have a psp.
psp games look much better when rendered at 720p, even 480p(vga/wvga) would look much better.

Not really... Running a game in DOSBOX on a 52" 1080p screen isn't much better than a 19" 1024*768 screen... The pixels are bigger.

EDIT: I just wanted to add:
I HATE stretched pixels. It's the reason I bought a 3DS instead of a 3DS XL (even though they were only 20$ difference). I want my pixels to be as small as possible)

read again.
sure if you scaled psp games to a higher resolution(like the vita does) the pixels would just get bigger, but ppsspp can render 3D games at your device's native resolution.
that means the pixels aren't made bigger, but more pixels are drawn.

the difference between 272p at 3.8-4.2 " and 720p at 5.55" is huge, and ppsspp can easily run at even higher resolutions.

Why doesn't Sony implement this on their embedded emulator on PSVita?

it's harder to get 100% compatibility if you change things, it costs more cpu/gpu power, and it shortens batterylife.
and people would be less likely to pay €40+ for a game if they can get a previous version that looks almost as good for €5.
they just don't want to risk competing with themselves, and they don't want to test every psp game individually.
