Hardmod downgrade for new and old 3DS 10.4 & 10.5 technique?

I saw this site that Claims to hard mod all the 3DS versons (

you can hardmod any 3ds/2ds from what i know, but you can ONLY downgrade using hard mod if you have a PREVIOUS nand backup of YOUR console, otherwise you will have to wait until there is a point when you can downgrade using kxploit like on 10.2 to downgrade to 9.2
