[PSTV-Vita] Partial Retail to DEX Conversion

isent it "better" to just put the shell.self, NPXS10008, NPXS10015 to vs0
then you have all uaseable debug featers (for now) and all useable retail featers
Am i missing something or isent it?

Disagree with that, index.dat lists FW build as CEX, and dev FW as DEX soo yeah.
