Well this is a tutorial on how to get started, so it should work always as long as you have the PSM license in the latest firmware, also the .sln is updated, and have the latest updated PSM in pc.

I am registered as a dev and was able to download the dev apps (previously could not), also the latest SDK.

When I try to create the key in step 1, it tells me my account information is wrong. I triple checked the password and even changed it and tried again.. no dice. Any advice?

use your email address instead of your PSN username, that's the most common mistake.

I actually tried that aswell, it still wouldn't have it! Is a 'publisher license' different to a dev license? If so, I assume I'd have to pay for that?
