It's either that or the EBOOT.BIN inside the image is not being properly recognized. So far, that's what seems to be causing the most issues.
I had that issue until I used the info from a game I owned (Patapon). I was able to sign Persona with it and run on my PSP, can't check on Vita though. Since you're effectively faking what the game is, you need a valid license file for the "fake" game. (is how I see it at least)
Always follow *all* steps of the friendly tutorial. They aren't there just as 'guidelines.'

I AM using info from a game i own, well I've tried multiple games i own actually which is why I'm scratching my head. haha
Will tinker with it some more later tonight and see how i go.
I'm trying to sign a few games, many EBOOT.BIN just tell me "ERROR: Invalid ELF file for EBOOT resigning!", thought I was doing something wrong but the FF type-0 one just worked so something else seems to be the problem there...
My friend Skiller has created a bat file for sign_np so it has really simplified the process. Just follow the read me. It also has the ability to create a TN-V eboot and pboot so if you just need to sign a game do the second one. Signing bat file
