I wouldn't expect this released anytime soon. If you think about it for a minute you will realize that if this was released then Sony will patch it ASASP. That's the last thing we need since it's bringing us closer to native stuff. I for one say don't release it anytime soon and use it for more research!!

In any case Sony will always patch anything regarding PS Vita's security. But this is not going to stop the hacking scene.

i remember them putting stuff on LiveArea screen (like VHBL icon), but they weren't able to run it. I guess they succeeded it at last and that file you linked above is probably the key to do so.

Yea seems people are confusing this for a native exploit or hack of sorts which it unfortunately isn't.
For people that are wondering what can be done well think signed homebrew on PSP, I do have some questions tho.

I assume once up and running the homebrew can be backed up and restored like any other app? Do "signed" 1$0z work? Any incompatibilities vs signed homebrew on PSP?

EDIT: Also can the icon0 be changed to something of higher resolution to match the other bubbles?
