Hi Mick, it's entirely up to you.
If you do a lot of online gaming on the vita, then I'd suggest that you should go for a separate psp. You are obviously well informed about the problems such as being on the latest firmware to access online features.
The benefit with psp is that you'd only have to hack it once and boom. That's it. You'll easily be able to play all homebrews and emulators without worrying about updating.
I have no idea how long you'll be able to use VHBL if it is released on 3.15 before you'll need to either update or lose the exploit. The time span is short though usually.

No, the games downloaded from psn can be played offline as well. But in order to download them you need to be on the latest firmware. For e.g, if you have vhbl on 3.15 and sony releases a new firmware, say 3.20, then in order to download games from psn, you'll need to update to 3.20.
