Importing and translating?
Is the PSP region locked? If not, is there some sort of homebrew, plugin, or something of the like which would allow for games to be translated (not really a problem, because I know Japanese, but still...)?

PSP is region free and no, there isn't some sort of magical plugin that allow for a generic method to translate games. I have translated 2 games myself using plugins but i had to do reverse enginnering to the game and make the plugin from scratch. If you intend to translate a game without being a programmer then you will have a bad time.

I am a programmer, but how do you translate a game? Furthermore, how do you even make a plugin? I don't program for PSP, I mostly do computer stuff (mostly in C).

Extract the files from the iso.
Find the file/container where the texts could be.
Reverse the file/container format so you can extract the texts (make a tool for that).
Translate.
Make a tool to repack the texts in the file/container.
Sacrifice a pokemon and hope the game loads.
You don't need to make a plugin, i made them so i could patch the game on the fly (allowing UMD translation).

Join a active translation team, that way you could focus solely on translating. Operation Doomtrain just translated Final Fantasy Type-0, well it's not public yet, but they are beta testing it.
