[OPEN]Creating vhbl bubble with henkaku

Hi i am trying to create a vhbl bubble, with my 3.60 vita, so i can install it on my 3.63 fat vita. My question is, how do i create a vhbl bubble with a psp game, if can't access the psn store since sony blocked henkaku users?
