Have FWs under 2.02 ever worked? I've tried to use the browser from 1.81 a couple times, but I don't believe anything can successfully launch (though the TitleID may be different), and obviously the Email app is out since it doesn't exist on that firmware.

Sony would potentially sue you if you did that intentionally. Regardless, PSM is walled off from the rest of the device so you'd still need to find another existing exploit in the Vita OS itself before your intentional exploit was useful for much of anything.
