MinPSPSDK can be a fine place to start.
If you want the complete sdk then go with cygwin or try to use some of the Linux subsystems Windows 10 now offers. Maybe Ubuntu?

Hey, looks like there are no servers.

Personally i don't like the latest revision. Zoom on left d-pad was perfect why change it?

Could you post the source so a linux server port can be made?

Yes.
I tried everything: legacy and the latest from additional drivers.
Also i tried from the NVdia website.
Probably i'll try with another OS..i'm a little lazy now(reinstalled the fcking uubntu 5 times)..
