MinPSPSDK can be a fine place to start.
If you want the complete sdk then go with cygwin or try to use some of the Linux subsystems Windows 10 now offers. Maybe Ubuntu?

Yes.
I tried everything: legacy and the latest from additional drivers.
Also i tried from the NVdia website.
Probably i'll try with another OS..i'm a little lazy now(reinstalled the fcking uubntu 5 times)..
