As long as you have access to the package installer you should be able to install the files needed. If you want to put games on your vita from PSN, you can always tranfer them from your PS3 (use the qcma trick). Here you go. This update is the one I used on OFW 3.18. Made it possible for me to run the unity dev app. I haven't received my ninja license release yet, so I couldn't test that out, but I think it should work just fine.
